Introduction

Jill Kemper has extensive experience improving access to care and care delivery, especially for vulnerable or complex patient populations and those accessing rural and community health services. Her experience includes working with non-profit organizations, government agencies and private corporations.

Entrepreneurial in spirit and practice, Jill has designed and launched programs that have saved lives, improved patient wellbeing, and pumped life back into stagnant strategies and processes. She is especially passionate about creating and implementing strategies and programs that truly transform well-being and healthcare, impact under-served populations in meaningful ways, and help our struggling healthcare and other community systems make better sense.

Before joining HMA, she served as director of strategy and partnerships with Prospero Health where she crafted national, enterprise-wide collaborative strategy and implementation plans, monitored, and analyzed metrics for improvement and oversaw key programs related to patient experience and social determinates of health.

During her tenure with Stella Health/Livio, she served in various leadership roles creating and leading organizational partnerships, developing and directing community resource programming, and managing teams of contributors and managers.

She also has deep experience in rural and community health gained through working at the Minnesota Office of Rural Health and Primary Care, with a primary focus on policymaking involving rural hospital programs, and Wipfli, as a national consultant for rural health hospitals and systems. Additionally, she has excelled in practice facilitation and performance improvement consulting through the Institute for Clinical Systems (ICSI), a collaborative of health systems, providers and insurers working together on complex issues.

She earned a Master of Arts in Health and Human Services Administration from Saint Mary’s University of Minnesota and a bachelor’s degree in English writing and communications from Concordia College. She has served on several boards and workgroups aimed at improving healthcare, especially in the rural health space and holds numerous certifications including practice facilitation, master trainer, and Six Sigma.
